On 31 May 2024 the Dutch government announced the project procedures for the tenders of the IJmuiden Ver Gamma and Nederwiek I wind parks. The Offshore Wind Energy Act has four possible procedures to grant the permit for the construction and operation of offshore wind farms: the procedure with subsidy, a comparative test, a comparative test with financial bid or an auction.

We take this opportunity to provide a bird's-eye view of a wind project from the designation of the wind farm site till the demolition several decades later. The upper half of the chart outlines the actions to be taken by the government, while the lower part highlights the key points of attention for developers.

For the development of IJmuiden Ver Gamma and Nederwiek I, a comparative test with financial bid has been selected. This procedure was chosen because, considering the market conditions, it provides the greatest incentive and challenge to parties to come up with innovative solutions to the social goals and contribute to the further growth of offshore wind energy. The focus of the comparative test will be on aligning offshore wind energy with the ecological capacity of the North Sea and integrating it into the broader energy system.

Draft tender regulations, specifying the ranking criteria for the bids, will be published in the final quarter of this year. The final wind farm site decision is scheduled for the first quarter of 2025, and the tender closing is anticipated in the third quarter of the same year.
