On 2 July 2019, the Luxembourg Parliament (Chambre des Députés) has voted to approve the Bill of Law No. 7390 ratifying the new double tax treaty between France and Luxembourg and its protocol.

The treaty has a significant impact on the structuring of French real estate investments, but also includes various provisions that will modify the structuring of operations by multinational groups and investment funds.

The treaty was ratified by France on 25 February 2019. A request of exemption was submitted to the Council of State, to exempt the bill from a second vote in Parliament. The bill has been published in the Luxembourg Mémorial on 12 July 2019. As such, the new treaty is expected to be effective from 1 January 2020.
