The U.S. Department of the Treasury Office of Foreign Assets Control replaced and extended several general licenses issued under the Ukraine-related sanctions regulations.

General License 14A, which replaces General License 14, and General License 16A (which replaced General License 16) authorize maintenance or wind-down transactions and activities with specified entities as they relate to the operations or existing contracts with United Company RUSAL PLC, EN+ Group PLC or JSC EuroSibEnergo, respectively, in effect prior to April 6, 2018.

General License 13D, which replaces General License 13C, extends the period of validity of the General License until 12:01 a.m. Eastern Standard Time on November 12, 2018, for EN+ PLC and United Company RUSAL PLC, or entities in which those entities own, directly or indirectly, a 50 percent or greater interest. As it applies to GAZ Group or entities in which GAZ Group owns, directly or indirectly, a 50 percent or greater interest, the expiration date of General License 13D remains unchanged at 12:01 a.m. Eastern Standard Time on October 23, 2018. Like its predecessor, General License 13D continues to permit certain transactions necessary to divest or transfer debt, equity or other holdings in these three companies, including, in some circumstances, entities in which the three own a 50 percent or greater interest.
