Average Cost of Construction and Average Market Prices for Residential Buildings is an annual instruction by the government used as references for tax assessment in the construction activities.

The latest instruction No.4 dated 30/09/2015 defines the references for year 2015.

Average Cost of Construction

Decrease for all northern Albanian cities. The average decrease for north Albania is 0,56%

Increased for all southern Albanian cities, except Vlora and Saranda which decreased by 0,16% and 0,8% respectively. The average for south Albania is 0,69%.

Lushnja has the highest increase by 4,46% whether Kukes and Tropoja have the highest decrease by 1,26%.

Average Market Prices for Residential Buildings

Except Tirana and Saranda there is a decrease for all of most expensive cities. Tirana has no change whether Saranda has an increase by 4,96%. Ereseka has the highest increase by 14,97% whether Kucova has the highest decrease by 5,71%

Overall the average market price for residential buildings have decreased by 13%.
