A Decree became effective on 7 March 1997 to determine the way in which security for customs debts may be guaranteed.

Entities other than banks can provide such guarantees only if permission is issued by the Customs Authority for them to act as a guarantor. The Decree also determines the form and content of the bail bond and also the terms and duration under which persons other than banks can act as guarantors. In addition, it details the procedures taken by the Customs Authorities to delegate or withdraw this permission.
