5 June 2020 – New public bidding procedures have recently been published in SEAP (the Romanian Electronic System for Public Procurements). Below we highlight a number of high-value procurement procedures selected by our team that target the Romanian energy and infrastructure areas.

1. Services for repairs and other interventions to oil wells

OMV Petrom, as the contracting entity, has published in SEAP a contract notice regarding its intention to conclude a framework agreement to purchase services relating to repairs and other interventions to oil wells. The estimated value of the contract is up to approximately EUR 240,000,000 (without VAT).

Details of this procedure are below:

  • Date of publication: 5 June 2020
  • Estimated total value: between RON 116,400,000 (approx. EUR 24,000,000) and RON 1,164,000,000 (approx. EUR 240,000,000)
  • Type of procedure: Competitive procedure with negotiation
  • Deadline for receiving the offer: 16 July 2020

2. Perforation services and associated research at onshore and offshore wells

OMV Petrom, as the contracting entity, intends to conclude a framework agreement to purchase perforation services and associated research at onshore and offshore wells. The public bidding procedure has been split into two lots with the following values: between USD 26,108,460 and USD 102,580,750 (without VAT).

3. Design and execution services to expand National Road no. 7 (Bâldana-Titu) to four traffic lanes

The National Company for Road Infrastructure Administration, as the contracting authority, has published in SEAP a contract notice regarding the procurement of design and execution services to expand National Road no. 7 (Bâldana-Titu) to four traffic lanes. The estimated value of the contract is up to approximately EUR 60,000,000 without VAT.

  • Estimated total value: between RON 243,801,103 (approx. EUR 50,000,000) and RON 289,093,324 (approx. EUR 60,000,000)

4. Construction of overhead power line – 400 kV

The National Electricity Transport Company "Transelectrica" S.A., as the contracting entity, has published a contract notice to purchase design and execution works relating to a new overhead 400 kV power line. The estimated value of the contract is approximately EUR 50,000,000 without VAT.
