On November 16, 2016, Hydro-Québec Distribution ("HQD") issued a new request for proposals (A/P 2016-01) ("RFP") to develop, build and operate a forest biomass cogeneration plant which would be integrated to the Obedjiwan off-grid system located in Haute-Mauricie, near the Gouin Reservoir, in the province of Québec.

The issuance of the RFP reflects HQD's intention to "progressively convert off-grid systems to more reliable, cleaner, less expensive energy sources" in accordance with its Strategic Plan 2016-2020.

Proposals are subject to Obedjiwan community's approval. Bidders are asked to propose a pricing formula and the plant's specific capacity in their proposals. The Obedjiwan off-grid system currently has an installed capacity of 4.9 MW.

Bidders will be required to procure forest biomass from an operating sawmill located in Obedjiwan.

The term of the power purchase agreement will be 25 years from commencement of deliveries, which must commence no later than December 1, 2020.

Interested bidders are required to register for the RFP by January 13, 2017 and the bid submission deadline is May 17, 2017. An information session will be held on November 30, 2016 in Québec City.
