On 5 December 2012 the Cabinet of Ministers enacted the Standard Rules of Outdoor Advertising outside of Residential Areas (the "Rules").

Under the Rules the placement of outdoor advertising must be agreed in advance with:

  • the State Road Traffic Inspectorate and the State Road Agency of Ukraine if outdoor advertising is placed on public roads;
  • the Ministry of Culture of Ukraine or local cultural heritage protection agency if outdoor advertising is placed on historic monuments and within the protection zones of national or local monuments;
  • the owner of the location where advertising is placed or its authorized representative.

Permits for outdoor advertising placements are issued based on a resolution of the head of the local state administration.
