Vietnam has been active in implementing the China-ASEAN Comprehensive Economic Cooperation Framework (2002) and Comprehensive Progressive Trans-Pacific Partnership (CPTPP, 2018) and in seeking international cooperation, attracting investors from China and the rest of the world. Recently, Shenzhen Jian'An (Group) Co., Ltd. has announced a plan to invest in the Shenzhen-Haiphong Economic Cooperation Zone. Haiphong is the third biggest city in Vietnam and where the Silk Road Economic Belt and the 21st Century Maritime Silk Road, two China-Vietnam economic corridors and the Beibu Gulf Economic Rim meet.

Jian'An is a large comprehensive state-owned enterprise, with construction engineering, municipal works and the installation of medium- and large-sized equipment as its principal business, supplemented by real estate development, construction and property leasing & management. It is a certified first-class EPC contractor for real estate construction, public municipal works and electromechanical installation, and also a certified contractor for petrochemical engineering, city illumination engineering, steel structure construction, design and construction of building furnishing & decoration, engineering design and construction of fire protection facilities, among others. Its projects include Shenzhen Citizen Center, Shenzhen Bao'an International Airport Terminal A & B, Shenzhen Convention and Exhibition Center, Shenzhen-Hong Kong western passage, the affordable housing project in Qiaoxiang Village and Shenyun Village in Shenzhen, Shenzhen Institute of Information Technology, Shenzhen University Town, Nanping Expressway, Zhongxin Road-Houhaihe project, Laohukeng Incineration Power Plant, Shenzhen Bay Technology & Ecology Park, Kylin Legend of Shenzhen Properties Group, Yantian Senior High School, and Bao'an Middle School, to name just a few. As the legal counsel for Jian'An's investment project in Vietnam, the DeHeng team was led by Liao Mingxia, partner of its Shenzhen Office, and with primary support from lawyers Xu Yu, Qiu Ze and trainee lawyers Pan Ruijin, Wang Meiling. Specifically, they consulted with Vietnamese lawyers for their supports, and based on which, produced legal opinion and suggestions on investment of construction companies in Vietnam, covering administrative approval procedures, licensing requirements, taxations, social security,labor, and foreign exchange issues.
