28 May 2020 – New public bidding procedures have been recently launched in Romania. Our team selected a number of high-value procurement procedures which were published in SEAP (Romanian Electronic System for Public Procurements) between 20 and 27 May and target the procurement of design and execution services / storage services for a number of projects either at national or local level.

We present below some general information on the projects:

1. Design and execution works of natural gas connections

Engie Romania, as contracting entity, has published in SEAP a contract notice for the purchase of design and execution works of natural gas connections. The public bidding procedure is split in 24 lots and has the following estimated value: approx. 92,500,000 EUR without VAT.

Type of procedure: Open procedure

Deadline for receiving the offer: 29 June 2020

2. Telecommunications networks on copper and optical fibre support

The Special Telecommunication Service, as contracting authority, intends to conclude a framework agreement for purchasing design and execution works of telecommunications networks on copper and optical fibre support. The public bidding procedure provides that 140 subsequent contracts will be awarded - 20 agreement for each of the years 2020-2026 and the estimated value of the contract is: approx. EUR 99,500,000 without VAT.

3. Storage services - 600,000 tons of wheat

The National Administration of State Reserves and Special Issues, as contracting authority, intends to conclude a framework agreements for purchasing storage services for a maximum quantity of 600,000 tons of wheat. The public bidding procedure is split in 11 lots and has the following estimated value: between approx. EUR 32,000,000 and approx. 60,000,000 without VAT.

4. Emergency Hospital – refurbishment and expansion

Tulcea County, as contracting authority, have published a contract notice for purchasing of design, technical support and execution services for the refurbishment and expansion of Tulcea County Emergency Hospital. The estimated value of the contract is: approx. EUR 33,000,000 without VAT.
